Border Providers Now Eligible for Out-of-State Lite Enrollment
Effective May 31, 2026, NCTracks updated the out-of-state (OOS) Lite enrollment process to allow eligible border providers to enroll as OOS Lite providers. Previously, out-of-state providers located beyond the 40-mile border radius were able to enroll as OOS Lite providers. This update expands the enrollment option to include eligible border providers.
All OOS providers must meet all conditions of participation and are eligible for reimbursement of:
- Services rendered to NC Medicaid beneficiaries in response to emergencies, or if travel back to North Carolina would endanger the health of the eligible beneficiaries;
- A prior-authorized non-emergency service; or
- Medical equipment and devices that are not available through an enrolled provider located within North Carolina or in the 40-mile border area.
Out-of-state providers have the option of submitting a full application for a five-year enrollment period, or an abbreviated application for a 12-month enrollment period, referred to as lite enrollment.
If an OOS provider chooses to enroll using the lite enrollment application, the following will apply:
- The provider will complete an abbreviated application
- Enrollment is limited to one year
- Credentialing and background checks will be required
- Fingerprint-based criminal background checks, if applicable
- There is no application fee for lite enrollment
Note: A provider has the option to change from lite enrollment to full enrollment by submitting a Manage Change Request (MCR). The provider will be required to pay the $100 NC application fee.
Providers who were previously unable to complete OOS Lite enrollment due to this limitation can now submit an enrollment application through the NCTracks Provider Portal.
