A Message from NCTracks on Behalf of NC Medicaid NC Medicaid Temporary Flexibilities Extended Due to Winter Storms

Flexibilities Extended Through Feb. 6, 2026

Governor Josh Stein issued Executive Order No. 31 on Jan. 21, 2026, declaring a State of Emergency in anticipation of the severe winter storm that impacted North Carolina on Jan. 24, 2026. Due to additional winter weather expected to affect the state, Governor Stein issued Executive Order No. 32 on Jan. 29, 2026, declaring a second State of Emergency for the upcoming storm anticipated to begin on or around Jan. 31, 2026.

To ensure uninterrupted access to care for NC Medicaid beneficiaries, NC Medicaid has extended temporary flexibilities through Feb. 6, 2026 (previously effective through Jan. 30, 2026). These flexibilities apply to NC Medicaid Direct and NC Medicaid Managed Care.

Temporary Flexibilities Include:

  • Early Prescription Refills- Beneficiaries may obtain early refills to prevent medication access disruptions.
  • CAP/C and CAP/DA Emergency Planning- Case management entities must assist beneficiaries in activating emergency plans, updating severe weather kits, and completing Disaster Wellness reports in eCAP.

NC Medicaid remains committed to supporting North Carolina’s emergency response and working with county and federal partners to make it easier for beneficiaries to receive — and for providers to deliver — Medicaid care and services during this period.
