Community Intervention Services Enrollment Updates

Providers of Community Intervention Services (CIS) enrolled under taxonomy 251S00000X (Community/Behavioral Health) should be aware of additional updates to the Provider Permission Matrix (PPM). These updates ensure alignment with NC Medicaid Clinical Coverage policies, and include changes to enrollment requirements as well as updates to the accrediting bodies accepted for selected CIS services.

Beginning Aug. 23, 2026, the Community Intervention Services (CIS) on the Provider Permission Matrix (PPM) under taxonomy 251S00000X (Community/Behavioral Health Agency) will be updated as follows:

  • Facility-based Crisis Service for Children & Adolescents is added to replace the Professional Treatment Services in Facility-Based Crisis Program - Child Service which is removed.
  • Psychosocial Rehabilitation requires NC Division of Health Service Regulation (DHSR) Mental Health Licensure (MHL) as an enrollment requirement.
  • Professional Treatment Services in Facility-Based Crisis Program – Adult, requires national accreditation within one year of enrollment in the service. Accepted accrediting bodies are as follows:
  • Council on Quality and Leadership (CQL)
  • Council on Accreditation (COA)
  • Commission on Accreditation of Rehabilitation Facilities (CARF)
  • Joint Commission on Accreditation of Healthcare Organizations (JCAHO)

Community Intervention Services Updated to Accept CQL

The following Community Intervention Services (CIS) will accept Council on Quality and Leadership (CQL) as an approved accrediting body:

 

  • 1915(i) Individual and Transitional Support
  • 1915(i) Individual Placement & Supports for MH&SU
  • Ambulatory Withdrawal Management with Extended On-Site Monitoring
  • Ambulatory Withdrawal Management without Extended On-Site Monitoring
  • Child and Adolescent Day Treatment (CADT)
  • Facility-Based Crisis Service for Children & Adolescents
  • Intensive In-Home
  • Medically Monitored Inpatient Withdrawal Management Services
  • Peer Support Services
  • Diagnostic Assessment
  • Mobile Crisis Management
  • Multisystemic Therapy (MST)
  • Psychosocial Rehabilitation
  • Substance Abuse Comprehensive Outpatient Treatment
  • Substance Abuse Intensive Outpatient Program
  • Substance Abuse Medically Monitored Community Residential Treatment
  • Substance Abuse Non-Medical Community Residential Treatment
