A Message from NCTracks on Behalf of NC Medicaid Jay Ludlam to Depart as Deputy Secretary of NC Medicaid After Transformative Tenure
Since taking the role in August 2017, Ludlam has guided and overseen one of the most consequential periods in the program’s history. Under his leadership:
- The program achieved federal approval of Medicaid Transformation and the state’s 1115 Waiver, laying the groundwork for a managed care system focused on whole-person health.
- Successfully launched Standard Plans, including the Tribal Option, expanding choice and stability for beneficiaries statewide.
- Navigated the COVID-19 public health emergency, launched Medicaid Expansion to extend coverage to thousands of North Carolinians, and implemented major initiatives such as Tailored Plans, the Healthy Opportunities Pilots, and the Children and Families Specialty Plan.
Melanie Bush will serve as Interim Deputy Secretary, providing continuity and experienced leadership during the transition. Bush currently serves as the Assistant Secretary of NC Medicaid, providing astounding leadership, strategic planning, and operational oversight.
Ludlam will move into a new role as Plan President with Molina Healthcare. His leadership has left a lasting impact on North Carolina’s health system, and we thank him for his years of service. i We are grateful for Jay Ludlam’s enduring contributions and look forward to continued collaboration under Melanie Bush’s leadership.
